Cheap Flowers for the ceremony

Expensive option:
Sumptuous bouquets delivered on the morning of D-Day and left as an offering to the town hall or place of worship.

Low cost option:
Find out about ceremonies before or after your wedding, then get in touch with other brides and grooms and offer them to share the cost of floral decorations.
Note that the tradition is that you leave a single bouquet at the place of ceremony. You can take the other flowers to decorate the reception room.
